USDA Launches $1 Billion Plan to Fight Avian Flu & Lower Egg Prices

On February 26, 2025, the U.S. Department of Agriculture (USDA) announced a comprehensive $1 billion strategy to combat the ongoing avian influenza (HPAI) outbreak, aiming to protect the poultry industry and reduce soaring egg prices.

Key Components of the USDA’s Strategy:

    • Expansion of biosecurity audits and Wildlife Biosecurity Assessments to safeguard farms from wild bird transmissions, which account for 83% of HPAI cases.
    • Provision of free biosecurity audits for all HPAI-affected farms, with USDA covering up to 75% of costs to address identified high-risk concerns.
  2. Financial Relief for Farmers ($400 million):
    • Continued indemnification for producers required to depopulate flocks to control HPAI spread.
    • Exploration of new programs to accelerate flock repopulation and simplify approval processes to expedite recovery.
  3. Regulatory Adjustments to Support the Industry:
    • Collaboration with the U.S. Food and Drug Administration (FDA) to explore strategies for safely expanding the commercial egg supply.
    • Efforts to minimize burdens on farmers and consumers harvesting homegrown eggs.
    • Development of innovative strategies to limit extensive depopulations during HPAI outbreaks.
  4. Investment in Vaccines and Therapeutics ($100 million):
    • Focused research on new-generation vaccines and therapeutics to minimize depopulation of egg-laying chickens.
    • Collaboration with international partners to mitigate potential impacts on export trade due to vaccination.
  5. Consideration of Temporary Import-Export Measures:
    • Exploration of options to temporarily increase egg imports and decrease exports to supplement domestic supply, subject to safety reviews.
    • Evaluation of international best practices in egg production and safety to identify opportunities for increasing domestic supply.
